As part of a multidisciplinary team, Franson Civil Engineers helped develop a Resource Management Plan (RMP) for the Clark Canyon Reservoir and Barretts Diversion Dam and surrounding lands. The plan provided prescribed guidance for management of natural and recreational resources, facilities, and access on Reclamation lands around the project area.
The RMP identified goals and objectives for natural and recreation resource management, specified desired land and resource patterns, and explained policies and actions that will be implemented during the life of the plan to achieve those goals and objectives. The plan inventoried existing resources and baseline conditions. It developed several alternative scenarios to manage those resources mainly determined by the level of funding possibly available. Concurrently with the RMP, an Environmental Assessment document was prepared to record impacts of the various management scenarios. Public and agency input was solicited and incorporated into the documents.
