Our engineers and senior staff have spent their entire careers working with water resource development including water-related structures, stormwater control, utility design, and have extensive experience in planning, design, preparing environmental documents, working with funding, construction management, and operation and management of water-related projects. This combination of experience gives us the ability to “think outside of the box” to provide creative and effective solutions to our clients.

We have developed focused water resource capabilities paralleled by only the largest firms. We have extensive experience in water resource management and development.

The staff skills cover the complete project life cycle, including planning, funding acquisition, environmental compliance, design, bid and award, construction observation, contract management, and operation and maintenance. Based on the recent data gathered, our water users can see the direct benefit of using FCE services. Energy bills averaged $22 per acre-foot before the project, and now the energy bills average $15.13 per acre-foot, a 32% savings. In 2014, we used 5,032 acre-feet of water compared to using 8,738 acre-feet in 2010. I think that is better than a 40% reduction. LOVE IT.

Our Experienced Team

At Franson Civil Engineers, we pride ourselves in our extensive and comprehensive knowledge of water resources engineering. The basis for our knowledge and expertise begins with our senior management. FCE is directed by two principals who oversee the project teams, consisting of engineers, designers, and field and support staff. At this time, we are using this page to highlight our principals and senior manager and their respective experience and expertise.

EricF Eric J. Franson, P.E. ~ Principal

Eric Franson is the president of Franson Civil Engineers, a Civil and Environmental Engineering graduate from Utah State University, and a Registered Professional Engineer in Utah, Idaho, and Nevada. As the president of FCE, Eric is personally committed to setting and maintaining the firm's high professional standards for quality control and client satisfaction. This begins with building a relationship with clients to understand their needs.

Mr. Franson has more than 21 years of experience in all aspects of consulting engineering from the initial planning stages through funding, design, and ultimately through construction review. His professional basketball experiences (college and overseas) taught him the true effectiveness of being a Team and he has brought that unique knowledge to civil engineering by managing the firm's successful Team atmosphere.

Eric has worked on several water-related projects, including: pressurized irrigation systems, water storage tanks, spring rehabilitation, culinary water systems, and earth-fill dam rehabilitation. Work has included master planning, feasibility report preparation, water rights evaluations, preparation of cost estimates, funding acquisition, contract administration, agency coordination, preparation of contract documents and specifications, and preparation of water management and conservation plans.

His commitment of service to client's projects and needs are the mainstay of our firm's ability to consistently deliver projects that meet client needs on-schedule and within budget.


LayneJ Layne D. Jensen, P.E. ~ Principal

Layne Jensen is a Civil and Environmental Engineering graduate from Stanford University, a Mining Engineering graduate from the University of Utah, and a Registered Professional Engineer in Utah and Idaho.

Mr. Jensen is an experienced Project Manager who leads projects with challenging technical and environmental compliance issues. He recently led the Millsite Reservoir Outlet Relocation Project, the Wide Hollow Dam Rehabilitation Project, the Fairview Tunnel Rehabilitation Project, the Fairview Lake Dam Rehabilitation Project, and the North Summit Pressurized Irrigation Project, with total project costs in excess of $25 million.

In addition to managing the above projects, and many others, Mr. Jensen has spent much of his career conducting environmental investigations and preparing environmental documents. His experience also includes funding acquision, feasibility studies, alternatives development and analysis, client representation, and agency coordination. Design experience includes pipelines, wetland mitigation, embankments, culverts, channels, ponds, spillways, sedimentation ponds, pumping systems, erosion control systems, and stormwater control systems. These designs typically included engineering cost estimates and specifications. His experience also includes reclamation of mining disturbed land including reestablishment of impacted drainages.


Ed-1 Edward A. Vidmar, P.E. ~ Senior Manager

Ed Vidmar joined FCE after 32 years of experience on large, complex water projects with the U.S. Bureau of Reclamation. Mr. Vidmar is a Civil Engineering graduate from Brigham Young University, and a Registered Professional Engineer in Utah. 

As an FCE employee, Ed is providing a range of valuable services based on his 36 years of experience and his strong institutional knowledge of Reclamation projects to irrigation companies and cities. Mr. Vidmar is currently providing his knowledge of dams and operations for the rehabilitation of Millsite Dam, where he lives on-site to provide field engineering oversight. He previously completed managing a diversion dam project for the Huntington Cleveland Irrigation Company, a stormwater improvements project for Helper City, and provided oversight for the installation of a pressurized irrigation system for the North Summit Pressurized Irrigation Company.

His last 12 years with Reclamation were spent serving as a Division Manager. Work included oversight of all Lands functions, Operations and Emergency Management of Federal facilities, and Dam Safety and Security of 51 high or significant hazard dams, many diversion dams, miles of tunnels, pipelines, canals, and laterals. The Lands functions involved administering Reclamation policy and law to over 1 million acres of project lands. Additional work with Reclamation teams included: addressing aging infrastructure, developing innovative processes to add value to major repair projects, and development of the Facility Reliability Rating system for Reclamation's dams. 


JayF Jay W. Franson, P.E. ~ Founding Principal

Jay Franson is the founder of Franson Civil Engineers, a Civil and Environmental Engineering graduate from Utah State University, a Mathematics graduate from Ashland University, and a Registered Professional Engineer in Utah, Colorado, and Arizona.

Mr. Franson has managed water projects in the western United States for over four decades. He had major roles on several extremely large and controversial projects including the Central Arizona Project and the Central Utah Project. In addition, his commitment to the community has been an important aspect of his career. He served as the Mayor of Highland City for four years and served as the President of Highland Water Company for 13 years. He also served as a member of the Utah Drinking Water Board for 9 years.

His credentials and reputation were recognized by his peers in 2007 as ACEC-Utah's Engineer of the Year and in 2009 from the Utah Chapter of AWRA for Outstanding Service.
